“Are all ad based agencies facing decline in all corners of their companies? Or is it just Analytics and publishing sectors? Or others?
Would it do any good to create a visual map or timeline of agencies in Austin and then note the departments on each agency that are outsourcing or being cut off so people could begin to see a pattern before it happens?”

Well, the nFusion layoffs were across all departments. Both times they had them.
But in my experience, creative is often on the chopping block as it’s the easiest to outsource when demand rises.
GSD&M, T3 and Enfatico have already faced adversity in the Analytics divisions. I think T3 closed down the department in Austin entirely as they have outsourced most anything associated with web analytics. Most media buying and selling seems to take place in NYC so the need for these services in Austin may turning to rely on external agencies instead of an internal source. The same goes for creative services.

I’m pretty sure that’s not at all correct.
